A BIGGER public library, a community plaza and refurbished town
hall are key planks of Greater Dandenong council’s Springvale civic
master plan.

The plan, which will be voted upon by councillors tonight,
covers the town hall, council chamber building and library precinct in
Springvale Road. It is estimated to cost $35 million-$45 million.

The council chamber building will be vacated by council
administrators, who move to the under-construction Dandenong municipal
building next year. The chamber building will be turned into a community
meeting space.

The present library, considered too small to meet demand, will be demolished when the larger library is built.

“In the Springvale community a particular focus is on English
literacy for those who are not native English speakers, and computer
literacy,’’ a report on the master plan stated. “The current library
building is not adequate to support these roles.’’

The new library will be part of a larger building, including a customer-service area and a learning and activity hub.

The plaza area on the western side of the precinct will include treed, open-space and events, sports and performance spaces.
