Transit Crime Investigation Unit detectives are appealing for public assistance following the 28 August incident.
They’ve been told the victim boarded a 902 bus to Chelsea about 1.40pm.
Police said the man who was sitting opposite the woman started rubbing himself inappropriately and exposed himself to her before exiting the bus near Harold Street in Springvale South.
The man is perceived to be Indian in appearance and aged in his early thirties, with a medium build, dark hair and light beard.
He was wearing a striped top with dark-coloured denim jeans and was carrying a black backpack.
Investigators have released CCTV images of a man that might be able to assist with their inquiries.
