Police said the victims were seated in the Hemmings Park skate park, near The Castle, about 4pm on 24 June when three boys aged in their late teens approached.
One produced a metal pole and demanded the boys hand over their mobile phones, which they did.
The thieves were last seen heading towards Close Avenue in Dandenong.
Senior Constable Matt Lavery-Stephens said a number of other people were present at the time and urged them to come forward.
