EPA Victoria spokesman Tim Grech said the spill happened on Thursday evening after heavy rains and floodwaters disturbed pipes close to the creek near Bayswater North.
Firefighters and containment crews stopped the black sludge from spreading beyond Parker Reserve, in Heathmont.
