Two uniform officers were doing a patrol in Dandenong North at 6.45pm Monday night when they spotted a vehicle in the car park of the Dandenong Basketball Stadium.
Police stopped to speak to the man, who they said was acting suspiciously.
The result of a car search turned up two large clear bags of white powder, which were later identified as 44 grams of amphetamine, with a street value of more than $13,000.
