The incident began about 2.50am on 1 November when police attempted to intercept a vehicle in Sydney Road, Brunswick.
Police abandoned the pursuit in Elizabeth Street, Melbourne, and alerted all units to keep a look out for the vehicle in question.
Dandenong police later saw the vehicle on the Princes Highway and again attempted an intercept.
Police said the vehicle broke down around 3.30am and the male driver was arrested and charged.
