Greater Dandenong Highway Patrol busted an unaccompanied learner driver in Noble Park and fined him $1269.
Police intercepted the driver on Thursday 10 August.
They said he also failed to display L-plates and produced an overseas licence even though he held a Victorian learner’s permit.
