Men from Springvale and Dandenong were among 20 people charged with child pornography offences after a series of federal and Victorian police raids last month.
The charges included grooming a child under 16 for sexual purposes, making child pornography, procuring a minor for a sexual purpose, using a carriage service for child abuse material and possessing child pornography. Police say more than 25,000 child exploitation images were found during the raids.
