Five girls attacked and robbed a woman outside Dandenong Library, police allege.
Investigators have been told a 20-year-old woman was outside the building about 9.20pm on Wednesday, 14 June when the group approached.
Police said that one punched her to the face, dragged her to the ground and sat on her while another stole her phone.
The group left and were last seen heading along Thomas Street.
Investigators have identified four teenage girls in relation to the matter.
They charged a 13-year-old Carrum Downs girl with affray, robbery and theft and interviewed and released a 15-year-old Carrum Downs girl pending summons.
They’re yet to interview two other girls and are trying to identify a fifth.
Investigators released an image of a woman they believe might be able to assist with their inquiries.
