A FOUR-STOREY apartment block in Springvale received council approval last Monday.
But not all the City of Greater Dandenong councillors voted for the application for 18 Royal Avenue, which will have 23 one and two-bedroom apartments plus a basement car park.
Councillor Sean O’Reilly said the development’s height met guidelines, was adjacent to other apartment blocks and was close to shops and trains.
“There is no better place for a high-density development than this,” he said.
“We support mixed used development.
“This includes smaller apartments. Not everyone can afford a house, or even a unit.”
But Cr Kirwan said the height was inappropriate for the street, which was predominantly single storey and on the periphery of the residential activity zone.
He said supporting the application could lead to more apartments in this street and others further from the activity zone centre.
