’If only he had paid for groceries’
His excuse for wheeling the basket with about £15 worth of groceries in it out of the self-service store at Croydon and putting them in his car and driving off without paying was: “Nobody seemed to be interested in me when I went to the cash register – so I just wheeled the basket out.“
But if he had paid for the groceries in the normal way, or even if had told the manager he had not paid for them when approached outside the shop, then the Law may not have caught up with him and he may not have appeared in the Dandenong Court.

Speaking to small business in Springvale last week, Mr Kosh said not knowing how to access resources was one of the biggest obstacles to small businesses success.
Services directly aimed at small business are available from financial institutions, major corporations, statutory authorities, government departments and educational institutions.

“Efforts not wasted“
At long last there is indication of hope around the corner.
Today a report by the Auditor-General tabled in Parliament indicates the Environment Protection Authority has lacked coherence, purpose and co-ordination and failed to regulate the management of dangerous waste including explosive, corrosive, toxic and radioactive materials.
